Elk Grove summers are long and hot, and many homes here have been through several air conditioners already. A new installation is a big purchase, so it helps to know what a fair quote includes before you start collecting bids.
What installation costs
From our new HVAC system cost guide:
- AC-only replacement on good ductwork: usually $6,000 to $14,000.
- 3 to 3.5 ton AC, the most common size: roughly $8,000 to $11,000 installed.
- AC and furnace together, standard efficiency: generally $11,000 to $15,000.
New ducts, electrical upgrades and a more efficient or variable-speed system raise the price. Brand matters less than size, installation quality and the condition of your ducts.
The Elk Grove permit process
The City of Elk Grove accepts permits for same-location replacement of a furnace, condenser or ducts through its eTrakit online system. The city advises allowing 24 to 48 hours for processing and says a permit is valid for one year, extended once the first inspection is done. If your air conditioner fails and needs replacing urgently, an emergency replacement can be applied for by the next business day. Applications after 5 p.m. on December 30, 2025 must meet the 2025 codes.
Your contractor should pull the permit. If one says you do not need it, treat that as a red flag. Our guide on replacing HVAC yourself in California explains why.
Title 24 testing
California’s energy code treats an air conditioner replacement as an alteration. Under the 2022 code, replacing the condensing unit can trigger duct sealing and testing by a third-party rater, along with refrigerant charge and airflow verification in Sacramento’s climate zone. The 2025 code took effect on January 1, 2026, so ask your contractor which verifications apply to your permit and whether they are included in the price.
Efficiency requirements
In the Department of Energy’s Southwest region, which includes California, split system air conditioners under 45,000 Btu per hour must meet at least 14.3 SEER2 and 11.7 EER2, or 9.8 EER2 if the SEER2 is 15.2 or higher. See our best air conditioner brands guide for current models and warranties.
Cooling a two-story home
Upstairs rooms often run hotter than the ground floor. A load calculation will show whether the issue is system size, duct design or insulation. Common solutions:
- One properly sized system with sealed, well-balanced ducts
- A zoned system with dampers and separate thermostats
- Two separate systems, one per floor
- A ductless mini-split for the room or floor that is hardest to cool
See why upstairs is hot and downstairs is cold and mini split vs central air.
Electricity and rebates
SMUD serves most of Sacramento County, so check your bill to confirm your electric provider. SMUD’s heat pump rebates apply to systems that replace gas heating, and its page lists no rebate for a standard central air conditioner. The federal 25C credit ended on December 31, 2025. If you need new heating too, a heat pump may qualify. See SMUD heat pump rebates.

Frequently asked questions
How much does AC installation cost in Elk Grove?
Our guide puts an AC-only replacement on good ductwork at about $6,000 to $14,000, and a 3 to 3.5 ton system at roughly $8,000 to $11,000 installed. A new air conditioner on a home with no existing ducts costs more. Ask for the price with the permit and testing included.
Does Elk Grove require a permit for a new air conditioner?
Yes. The city accepts same-location replacement of a furnace, condenser or ducts through its eTrakit system and advises allowing 24 to 48 hours. A permit is valid for one year and is extended on the first inspection. Emergency replacements can be applied for by the next business day.
Which codes apply to a permit filed now?
Elk Grove says applications after 5 p.m. on December 30, 2025 must meet the 2025 building codes, which include California’s 2025 Energy Code. Ask your contractor which Title 24 verifications apply to your system.
How can I cool a two-story home better?
Options include a properly sized single system with sealed ducts, a zoned system with dampers, two separate systems, or a ductless unit for the problem floor. A load calculation shows which one fits your house, so ask for it before choosing.
What SEER2 rating do I need in Elk Grove?
California requires at least 14.3 SEER2 and 11.7 EER2 for most home-size split systems. Many homeowners choose a two-stage or variable-speed model for comfort in a long cooling season, but a higher rating costs more up front.
