A city replacing its air conditioners all at once
Elk Grove became a city on July 1, 2000, and the housing element it filed with the state put the growth in numbers: roughly two thirds of all homes were built between 1990 and 2004. Nearly every one of them came with a builder-grade air conditioner sized for the largest floor plan in the subdivision, and nearly all of them are now past twenty years old. Laguna, Laguna West, Stonelake and the older part of East Franklin are where most of our Elk Grove installation calls come from, and they come in waves.
Three things about those original systems shape what a good replacement looks like:
- They run on R-22 if they were made before 2010. Production ended in 2020, so a leaking coil or a failed compressor on one of these is almost always a replacement, not a repair.
- They were oversized. Rule-of-thumb sizing, rounded up. Windows, insulation and equipment have all changed since. We run a Manual J load calculation on every job, and the right replacement is often a half ton smaller than the unit coming out.
- The ducts are original. A 1999 duct system leaking a quarter of its air will make a new high-efficiency unit perform like the old one. We test before we quote and price the sealing up front.

Two stories, one system: fix it at replacement, not with a bigger unit
Most Elk Grove homes are two stories with the air handler in the attic and a single system serving both floors from one thermostat downstairs. The call we take every August is the same: downstairs reads 76, the bedrooms upstairs are 84, and the question is whether a bigger unit would fix it.
It would not. A bigger condenser cycles faster, dehumidifies worse, and pushes the same air through the same undersized upstairs ducts. Replacement is the cheapest moment to actually fix a two-story house, because the equipment is being chosen anyway:
- A zoning system with a second thermostat upstairs and motorized dampers, on equipment that can modulate.
- Two-stage or variable-speed equipment, which runs longer at lower output and moves air more evenly than a single-stage unit slamming on and off.
- Duct corrections in the attic: undersized returns and unbalanced runs, which we find in most 2000s tract homes.
- A ductless unit for the master bedroom where zoning the whole house is not worth it.
Attic installations also mean the condensate drain, the secondary pan and the float switch have to be done right, because a mistake there is a ceiling stain. Our ductless mini-split and ductwork pages cover the two options.
Permits, HERS testing, and what a legal installation in Elk Grove includes
California’s Title 24 energy code is the strictest residential HVAC installation standard in the country, and the City of Elk Grove Building Division enforces it. A quote that seems too cheap is usually skipping one of these:
- A City of Elk Grove mechanical permit for any equipment change. We pull it and schedule the inspection. A switch from gas heat to a heat pump needs an electrical permit as well.
- HERS verification by an independent rater. When the outdoor unit is replaced, a certified third-party rater verifies refrigerant charge and airflow. When the air handler or ducts are touched, the ducts are tested for leakage: existing ducts must come in at 15% or better, new ducts at 5%.
- Duct sealing to pass that test, priced up front, because most 1990s and 2000s tract duct systems do not pass at 15% as they are.
- A matched indoor coil and outdoor unit, or the efficiency rating on the box means nothing.
- Commissioning: charge set by measurement, airflow checked at the registers, thermostat programmed, walkthrough before we leave.

SMUD territory: the heat pump rebate that changes the quote
Elk Grove is entirely on SMUD for electricity and PG&E for gas. For a straight air conditioner replacement, that changes nothing: there is no rebate on a new AC. But in a city where the furnace is almost always the same age as the air conditioner, the heat pump question comes up on most of our quotes, and there SMUD matters a great deal.
At the time we wrote this, SMUD lists $3,000 for a variable-stage heat pump and $2,000 for a two-stage unit when it replaces gas heating, plus up to $2,000 toward a panel upgrade, through a contractor in SMUD’s network. A heat pump replaces both the failing AC and the failing furnace with one system, and the rebate covers a meaningful share of the difference. The federal 25C tax credit that used to stack on top ended for systems installed after December 31, 2025, so anyone still quoting it is out of date.
